Summary:                    Specifying CMAKE_INSTALL_PREFIX in a
CMAKE_TOOLCHAIN_FILE file has no effect
Description: 
Specifying

set(CMAKE_INSTALL_PREFIX /a/b/c)

in a file given by -DCMAKE_TOOLCHAIN_FILE=<file> has no effect, since
CMakeGenericSystem.cmake does not check whether CMAKE_INSTALL_PREFIX has already
been defined (line 65 on my system)
