[CDash] reducing cdash database size

That worked, thanks.  Now the sql command gives:

| starttime           |
+---------------------+
| 2016-11-17 15:13:52 |
+---------------------+

which matches my 'AutoRemove Timeframe' of 60 days.

Alas, 'du' still shows 43 GB in my mysql/data folder....
