[Cdash] Flag test as skipped or not run at runtime

The fix for this bug [ http://public.kitware.com/Bug/view.php?id=8466 ] 
in CMake/CTest provides a way to mark a test as "not run" based on its 
return value and assigning a test property for it in the CMakeLists 
file identifying the special return value.

Take a look at it, and try it out with the latest release candidate of 
CMake 3.0. Let us know if it works for you.
