[Cdash] Tighter CDash/Gerrit integration?

Hi Tyler,

I could see two neat things to have:
* Automatic tagging of commits if they successfully build
* Automatic triggering a build for each commit posted for review.

Our team got inspired by
http://alblue.bandlem.com/2011/02/gerrit-git-review-with-jenkins-ci.html :)
