[Cdash] HTTPS submissions: 8kb file size limit

Hi Jens,

Happy New Year!

Could you check in the backup directory if CDash got the full XML file 
sent by the client? I don't think we have a lot of CDash servers running 
HTTPS only, so it might be a bug in CDash.
