[Cdash] cdash 1.4.2 fails to install on postgresql 8.3

Hello folks,

I'm trying to install CDash with a postgresql 8.3.8 backend, install.php fails with:

    ERROR: cannot insert multiple commands into a prepared statement

I'm not sure which query failed.  When I inspect the db using psql, I see many tables, but I see an empty ``user`` table and an empty ``version`` table.

Can somebody help direct my investigation of this issue?
