0007071: adding the same wireless tool multiple times is valid

Description

Problem with wireless tools (Micron/Polaris):

Currently we can attach multiple Polaris/Micron tools with exactly the same pattern (SROM file or pattern name). This should be checked at the tracker level in the RequestAttachProcessing() method. It requires that we keep the tool information inside the tracker.
