DescriptionCurrently, when the build management feature of CDash is activated, only project admins are allowed to schedule builds. This will make the feature nearly, but not quite, useless.

Bottlenecking build requests through a small number of individuals will limit the use of the feature.

Arbitrary users should be able to schedule arbitrary builds on clients that have volunteered their resources.

Even better would be observing changes to the repository for the project and automatically scheduling builds on all volunteered clients.

I would think that anybody who sets up their machine as a volunteer client is going to want to schedule a build on their own machine to see it in action.
