DescriptionFind sphinx-build if installed on the system, add targets for each turned on builders. if the linkcheck builder is turned on and build_testing is turned on then sphinx-build will check all external links.

Sending old, never assigned issues to the backlog.

(The age of the bug, plus the fact that it's never been assigned to anyone means that nobody is actively working on it...)
